Executive Summary
This is a report concerning a proposed Expression of Interest for the procurement of local artists, professional artists, public art consultants, designers and artist groups to design and deliver public art concepts. Approved concepts will be submitted for funding as part of the South East Queensland (SEQ) City Deal Public Art Initiatives program.
A. That pursuant to Section 228(3)(a) of the Local Government Regulation 2012 (Regulation), Council resolve that it would be in the public interest to invite expressions of interest before inviting written tenders forthe provision of the design and creation of public art concepts located in d’Arcy Doyle Place (Art Gallery Forecourt), Riverheart Parkland, Bremervale Park and Tallegalla Cemetery.
B. That pursuant to Section 228(3)(b) of the Regulation, Council’s reasons for making such resolution are that:
(i) it will allow Council to identify parties with serious interest and ability, without putting all parties to the expense of submitting full tender responses at this early stage of the project;
(ii) it will allow artists to develop their own design concept for the public artwork;
(iii) it will allow Council to shortlist artists whose previous work and experience is suitable for the projects without putting all parties through the expense of submitting full tender responses; and
(iv) it will save council the expense of running a request for tender and evaluating it at this early stage of the project.

Purpose of Report/Background
Background of SEQ City Deal Public Art Initiative:
· SEQ City Deal Public Art Initiative (The Initiative) provided at attachment 1, is a commitment under the $1.8billion SEQ City Deal between the Australian Government, Queensland Government and the Council of Mayors (SEQ).
· A $10million pool was committed to The Initiative to be shared amongst all councils.
· Ipswich City Council has been allocated $810,000 in funding to deliver public art projects.
· To receive the funding Ipswich City Council must submit full concept designs for each public art project which will be assessed for eligibility by the 30 May, 2025.
Council would like to engage the community and invite local artists, professional artists, public art consultants, designers, and artist groups to submit proposals for projects through an Expression of Interest process.
An EOI process will achieve the following outcomes:
· Compliance with the Sound Contracting Principles and section 228 of the Local Government Regulation (QLD) 2012;
· Allow Council to engage with the local community and shortlist artists and engage on design concepts which best meet the objectives of the project; and
· Provide Council with the opportunity to work with one or multiple shortlisted artists and/or design concepts and develop a specification which can be used for the Request for Tender (RFT) process and subsequent commissioning of the public artwork.
Four locations for public art have been shortlisted to include in the EOI. These locations adhere to the SEQ City Deal guidelines, meet the objectives of the fund, and consider financial benefits that will enhance existing projects that have already undergone community consultation and planning.
The four locations are:
1. d’Arcy Doyle Place – Cultural Heart project
2. Riverheart Parkland – adaptive reuse of decommissioned fountain
3. Bremervale Park, ephemeral wetlands
4. Tallegalla Cemetery upgrade and future garden project
Attachment 2 provides details for the artist brief for each project and the benefits of the project.
Although approval is being sought for four projects to proceed to an Expression of Interest, the allocated funding from the SEQ City Deal may only cover one or two projects. This expanded EOI process will ensure the selection of the best projects and provide additional concepts that can be used for future grant opportunities.
Given the necessary time and space required for artists to develop their concepts, a constrained timeline must be adhered to, as detailed in the table below.

RISK MANAGEMENT IMPLICATIONS
Not approving an EOI process may put at risk Ipswich City Council receiving funding for the SEQ City Deal Public Art initiatives due to constrained timelines.
Financial/RESOURCE IMPLICATIONS
Ipswich City Council has been allocated $810,000 through the SEQ City Deal Public Art Initiatives. The fund allows for the hiring of a consultant to support delivery of the project.
$20,000 will be allocated from Creative Industries to fund final concept development of projects.
COMMUNITY and OTHER CONSULTATION
There is on-going engagement with local and Australia wide creatives through the Ipswich Art Gallery and Creative Industries networks. The ARTiculate workshop series has significantly supported local artists with capacity building to help improve their skillset when applying for opportunities with council.
In addition, during engagement at the 2023 Creators of Ipswich Summit community feedback was received about the desire to see public art included more prominently in Ipswich City Council capital projects.
Further community consultation will occur during the EOI phase of the process, council intends to engage the local artistic community by utilising its existing database for email campaigns, social media and conducting information sessions. Support will also be offered to emerging artists with their application.

Internal consultation has occurred with:

- Natural Environment and Land Management
- Open Space and Facilities
- Economic Development
- Planning and Regulatory Services
An Ipswich Public Art Advisory Group (IPAAG) is being recruited throughout February and March. This group of subject matter experts will provide recommendations on the best project/s to proceed with, based on their experience and community sentiment. The shortlisted artists and the recommended project/s from the IPAAG will be circulated with the Mayor and Councillors prior to notification to artists.
Conclusion
In conclusion, it is requested that Council resolve to approve the EOI approach for seeking concept designs for public art initiatives that comply with the SEQ City Deal Public Art Initiatives guidelines.
