1. Ipswich Exceptional Experiences - Tourism Development Program
This is a report concerning the proposed Ipswich Exceptional Experiences Program designed as a cooperative funding initiative to stimulate Ipswich tourism experiences and infrastructure development.
The Program would establish a $50,000 fund from the approved 2020-2021 CCED Operational Budget for Ipswich businesses to access up to $10,000 as a dollar-for-dollar matched investment in the creation or enhancement of local tourism experiences as an extension of the established Ipswich Tourism Operator Partner Program
The Ipswich Exceptional Experiences Program has been developed in consultation with the local tourism industry, it has been aligned with the governance and guideline frameworks established by similar funding support programs including the Façade Improvement Program and the Small Business Funding Program.
Recommendation
A. That Council endorse the establishment of the Ipswich Exceptional Experiences Program.
B. That a report be provided to a future meeting of the Economic and Industry Development Committee concerning the performance and further potential of the Ipswich Exceptional Experiences Program.
2. Notice of Motion - Ipswich Central Precinct Plan
This is a notice of motion submitted by Councillor Marnie Doyle concerning the establishment of an Ipswich Central Precinct Plan.
Recommendation
Councillor Doyle gave notice of her intention to move the following motion at Council’s Ordinary Meeting of 15 October 2020:
MOTION
That the General Manager Community, Cultural and Economic Development prepare an options report on the establishment of an Ipswich Central Precinct Plan which considers the economic, community, cultural, development, planning and policy requirements of the area to a future meeting of the Ipswich Central Redevelopment Committee.

There are no discernible conflicts of interest or related party implications associated with the endorsement of this report and its recommendations.
Strengthening our local economy and building prosperity
In 2019 the Ipswich visitor economy generated $290 million in direct local economic impact and employed more than 15,392[1] people in the Ipswich region.
Since the establishment of Council’s first Destination Management Plan in 2015, Ipswich has increased total visitor arrivals by over 80% from 1,040,607 in 2014 to 2,078,938 in 2019 as shown in Graph 1 below.

Ipswich is now recognised as an accessible daytrip and short break destination within the South East Queensland market.
The priorities and actions of Council’s Destination Development Section are reported in the publicly available Destination Management Plan 2019-2023 provided here as Attachment 4, which was developed in collaboration with the Ipswich Tourism Operators Network (ITON).
The Destination Management Plan outlines 37 short, medium and long term actions to increase visitor demand, visitation and expenditure in the region via infrastructure investment and attraction, destination marketing, visitor servicing, events and industry capability and capacity development initiatives to support growing employment.
Council is achieving growth in market share, visitor arrivals and expenditure by continually working with ITON and internal council teams to increase the destination product offering through industry development, effective marketing to support driving demand, visitor servicing and the development of new infrastructure.
Annually a barometer survey monitors the health of the local tourism sector (Attractions, Entertainment, Hospitality, Accommodation and Events).
The January 2020 Industry Barometer Survey is provided here as Attachment 2, it emphasises opportunities for Council to support tourism businesses to increase their capacity to enhance or develop new experiences in the region and drive increased visitor demand, visitation, expenditure and employment.
It has been broadly reported that the restrictions related to COVID-19 have had a devastating impact on tourism industries globally.
Attachment 3 provides survey data from a COVID-19 Tourism Industry Survey conducted with ITON members by Council in May 2020 indicating how local tourism business operations have been affected.
Importantly, in relation to this report and the proposed Ipswich Exceptional Experiences Program, local tourism businesses are now over 28 per cent less like to invest in growing their business in 2020 compared January 2020 – see below graph.
The Ipswich Exceptional Experiences Program provides a direct additional incentive for local tourism businesses to proceed with their intended investment and continue to stimulate and develop the Ipswich tourism offering.
Attachment 1 of this report is the proposed Program guidelines outlining relevant criteria and processes, it includes a 20 per cent weighting for applications utilising local contractors.
This report and its recommendations are consistent with the following legislative provisions:
Local Government Act 2009
Assessing the risk of each applicant’s proposed project will form part of Council’s competitive assessment process.
Financial risk will be mitigated by program conditions where payments will only be made to the qualified applicant post completion of the project and acquittal reporting.
The proposed $50,000 allocation is in the 2020-2021 CCED Operational Budget as part of the Ipswich Tourism Operator Partner Program which has been in place since 2019-2020.
The following relevant Council functions were consulted in the development of the Ipswich Exceptional Experiences Program governance and guidelines:

The proposed Ipswich Exceptional Experiences Program is presented as a direct response to the preferences and needs of the Ipswich tourism industry.
It operates in association with a range of industry leading destination marketing, capacity and capability development, advocacy and visitor servicing activity already being delivered by Council.
