1.           Personal Promotional Signage - Local Law 3 Temporary Advertising Devices

It is acknowledged that persons expressing an interest in nominating as an election candidate may wish to engage and participate in discussions with their community prior to the notice of election being issued by the Electoral Commission. Signage utilised during personal promotion may be regulated by Ipswich City Council Local Law 3 and its subordinate as a temporary advertising device.

The Peaceful Assembly Act 1992 and the Human Rights Act 2019 have been considered when assessing personal promotional advertising, both pieces of legislation articulate that freedom of expression should be permitted as much as reasonably possible in a democratic society.

Councillors in attendance noted and discussed the Personal Promotional Signage – Local Law 3 Temporary Advertising Devices and its application.

 

 

2.           New Financial Sustainability Framework

 

This report is in relation to a new Sustainability Framework for Queensland Local Governments and an updated Financial Management (Sustainability) Guideline.

3.           2023-2024 Chambers of Commerce Partnership Agreements

Ipswich City Council continues to have a productive working relationship with the Ipswich Region Chamber of Commerce (IRCC) and Greater Springfield Chamber of Commerce (GSCC).

The renewal of Partnership Agreements with both Chambers for the 2023-2024 financial year have been provided here for consideration by Mayor and Councillors.

 

MATTERS ARISING:

 

Councillors in attendance noted and discussed the 2023-2024 Chambers of Commerce Partnership Agreements.  Councillors provided feedback on the IRCC draft partnership agreement and requested the General Manager, Community, Cultural and Economic Development to hold further discussions with IRCC.

4.           Review of the People and Culture Strategy 2021 - 2026

Seeking feedback from Council on proposed revisions to Objective Three in the People and Culture Strategy 2021 – 2026.

 

MATTERS ARISING:

 

Councillors in attendance noted and discussed the review of the People and Culture Strategy 2021-2026 and thanked the People and Culture Branch for their work on the strategy.  People and Culture Manager to take on board the feedback received.  As an organisational operational strategy, it was approved by the Chief Executive Officer and presented to the Council for endorsement.  This will be repeated with these amendments.

5.           Shaping SEQ Review: Overview and Update

The draft SEQ Regional Plan Update, Shaping SEQ has been released for public comment.  In addition, the South East Queensland Infrastructure Supplement (SEQIS) has also been released.

These documents are on display and open for public submissions until
20 September 2023. 

This briefing is to provide an overview of the relevant parts of the plan, as well as discuss issues that may be of relevance in a submission by the Council.

 

MATTERS ARISING:

 

Councillors in attendance noted and discussed the overview and update on the draft SEQ Regional Plan as well as the South East Queensland Infrastructure Supplement.  Discussions were held around targets, growth and infrastructure.

 

 

6.           Planning for New Schools

This a report concerning the planning and delivery of new schools in the Ipswich local government area.  This report provides a recap on the two Motions submitted by Ipswich City Council (ICC) at the 2021 Local Government Association of Queensland (LGAQ) annual conference (refer attachments 1 and 2), a summary of the key issues and impacts which continue to be experienced, an overview of activities undertaken since Council’s submitted motions and an outline of next steps.

 

MATTERS ARISING:

 

Councillors in attendance noted and discussed the information presented on Planning for New Schools.  It is noted that advocacy action is needed at multiple levels and this will be progressed accordingly.

7.           Managing Psychosocial Hazards in the Workplace - Councillor Responsibilities

This report and its accompanying presentation addresses the role Councillors play in assisting Council to comply with its obligations and duties under WHS legislation in light of the commencement of the Managing the risk of psychosocial hazards at work Code of Practice 2022.

The meeting commenced at 9.07 am.

Councillor Jonic left the meeting at 9.46 am.

Councillor Ireland arrived at the meeting at 10.33 am.

The meeting adjourned at 9.54 am.

The meeting reconvened at 10.33 am with all councillors in attendance except   Councillors Jonic and Fechner.

Councillor Fechner returned to the meeting at 11.29 am.

Mayor Harding left the meeting at 12.05 pm.

Mayor Harding returned to the meeting at 12.15 pm.

The meeting adjourned at 12.20 pm.

The meeting reconvened at 1.25 pm with all councillors in attendance except for   Mayor Harding and Councillors Madsen, Doyle and Jonic.

Mayor Harding returned to the meeting at 1.28 pm.

Councillor Doyle returned to the meeting at 1.29 pm.

Councillor Madsen returned to the meeting at 1.36 pm.
