2.           Event Sponsorship - 2023 Gulf Western Oil Winternationals

This is a report concerning an Event Sponsorship Application by Willowbank Raceway for financial support of the Gulf Western Oil Winternationals drag racing event in June 2023.

 

Recommendation

That Willowbank Raceway receive $35,000 excl. GST financial support for the Gulf Western Oil Winternationals 2023.

 

3.           Quarterly Event Sponsorhip and Ticket Allocation Report

This is a report concerning event sponsorship and ticket allocation approved within the period 1 January 2023 to 31 March 2023 as required under the Event Sponsorship Policy.

 

 

 

 

Recommendation

A.           That Council receive and note the following event sponsorship allocations during the 1 January 2023 to 31 March 2023 period:

Ipswich Turf Club $20,000 (excl. GST) cash support for the 2023 Ipswich Cup.

Ipswich Show Society $63,000 (excl GST) cash support for the 2023 Ipswich Show.

B.           That council receive and note the following event sponsorship ticket allocation made during the 1 January 2023 to 31 March 2023 period:

Ipswich Show - 30 x general admission passes per day of the show for Ipswich City Council  officers and elected representatives who are managing or manning trade spaces.

C.           That council receive and note the following event impact study support confirmed during the 1 January 2023 to 31 March 2023 period:

Earth Frequency Festival, Friday 12 to Sunday 14 May, Willowbank Raceway.

Pink Flamingo Productions for Queerswich, Sunday 4 June, Tulmur Place Nicholas Street Precinct.

Caravanning Queensland for Van Jam, Friday 22 to Sunday 24 September, Willowbank Raceway.

Executive Summary

This is a report concerning an Event Sponsorship Application by Willowbank Raceway for financial support of the Gulf Western Oil Winternationals drag racing event in June 2023.

Recommendation/s

That Willowbank Raceway receive $35,000 excl. GST financial support for the Gulf Western Oil Winternationals 2023.

RELATED PARTIES

Willowbank Raceway, whose Board Members include: Tony Wedlock, Simon Isherwood, Arthur Cumming, Shayne Holmes, Daniel Lake, Daniel Morris and Naomi Duffy.

Council should note that Naomi Duffy is a council staff member, Ms Duffy has not been involved in the application assessment process or any negotiations.

Purpose of Report/Background

Willowbank Raceway has submitted an Event Sponsorship Application for the Gulf Western Oil Winternationals to be held on Thursday 8 to Sunday 11 June 2023. Council has been requested to provide financial support of $35,000 excl. GST. This amount is consistent with council’s support of past Winternational events.

Willowbank Raceways will utilise the financial support to advertise the event through print, radio and digital media. A panel assessment has been conducted through SmartyGrants of the Event Sponsorship Application.

 

Noteworthy details include:

 

·    The Winternationals has been held at Willowbank Raceway for 38 years

·    In 2023 it is expected to attract over 33,000 attendees and 2000 competitors

·    The event is the largest Drag Racing meet to be staged outside of the USA

·    Winternationals includes a broad range of activities for families including a dedicated children’s entertainment area, merchandise traders, direct access to racers and teams and food truck options

·    The Winternationals feature as part of the Festival of Horsepower, a month-long, city-wide program of events supported by Willowbank Raceway, Ipswich Turf Club, Ipswich Kart Club and Queensland Raceway

·    The 2019 event delivered an economic benefit of $8.9m to the city with 91% of attendances from outside the region

·    The Winternationals is just one of 70 on-track events that Willowbank Raceway runs each year

 

Promotional benefits to council include:

·    Branding and acknowledgement in promotional campaign collateral and program

·    Acknowledgement and commercial time in broadcast packages

·    On-track signage (captured in broadcast coverage) to remain in place year-round

·    Discover Ipswich activation trailer in a high pedestrian traffic area at the event

·    Willowbank Raceway will also seek to find opportunities with iTON members

Legal IMPLICATIONS

 

This report and its recommendations are consistent with the following legislative provisions:

Local Government Act 2009

Section 109 of the Local Government Act 2009 provides local governments with the ability to use discretionary funds in accordance with the requirements prescribed under the Local Government Regulation 2012. Section 202 of the Local Government Regulation 2012 prescribes a number of requirements for a local government making discretionary funds available.

The Event Sponsorship Application is processed in line with council’s Event Sponsorship Policy.

There are no discernible related party conflicts of interest associated with this report and its recommendation.

RISK MANAGEMENT IMPLICATIONS

If council did not support the Winternationals it would still proceed, but this funding is integral for their marketing of the event in out-of-region markets to drive overnight stays and increased economic benefit for the city.

Financial/RESOURCE IMPLICATIONS

The outlined financial support will be covered by dedicated event sponsorship funding allocated within the 2022-2023 City Events budget.

COMMUNITY and OTHER CONSULTATION

Meetings have been held with representatives from Willowbank Raceway prior to the submission of the Event Sponsorship Application. Discussions are ongoing to finalise the broadcast component of the event.

Conclusion

The Winternationals is an annual event at Willowbank Raceway that delivers significant economic benefit to the city and assists in building our profile as a leading event destination in Queensland.

COMMUNITY and OTHER CONSULTATION

Meetings and discussions have been held with representatives from the sponsored and supported organisations prior to and following the submission of the event sponsorship applications.

Queerswich and Van Jam are inaugural events in 2023 and council has committed to providing IER Event Impact Studies to support the events and understand the customer experience, profile and economic benefit to the city. Earth Frequency Festival has been held in Ipswich for a number of years but in 2023 moves venues from Ivory’s Rock to Willowbank Raceway.

Conclusion

Under council’s Event Sponsorship Policy, it is required that all sponsorships including sponsorships under $15,000 excl. GST and all ticket allocation are recorded in a quarterly report to the Economic and Industry Development Committee.

This report details all event sponsorships approved within the 1 January 2023 to 31 March 2023 reporting period.
