2. Ipswich Region Investment Update
Council’s Office of Economic Development engages with a range of business proponents that seek to invest or grow in the Ipswich region.
This report provides an update on some of the current investment activity being serviced by Council with partners such as the Department of State Development, Trade and Investment Queensland, Austrade, Chambers of Commerce and numerous private industrial and commercial developers.
Recommendation
That the report on Ipswich region investment be received and the contents noted.
3. Quarterly Event Sponsorship and Ticket Allocation Report
This is a report concerning event sponsorship approved in the period of 1 January 2022 to 31 March 2022 as per the Event Sponsorship Policy.
Recommendation
A. That Council receive and note the following event sponsorship allocations during the 1 January 2022 to 31 March 2022 period:
Event Sponsorships above $15,000 excl. GST that were endorsed by Council:
· Ipswich Turf Club $20,000 (excl. GST) cash support for the 2022 ‘TAB Ipswich Cup’. This event is also part of the Festival of Horsepower levering campaign that runs through the month of June.
· Limestone Events
Inc. $15,000 (excl. GST) cash support and the following in-kind support valued
at $9,000 (excl. GST) for the ‘The Gathering’ 2022 event;
- Inclusion of a two-page feature in Council’s seasonal Quarterly Guide
- Inclusion on the Council funded Goodna Billboard promoting 2022
‘Ipswich Festivals’ initiatives
- Erection of (existing) street banners along Brisbane Road to promote the
event

2. Economic Development Strategy This is a report concerning council’s refreshed Economic Development Strategy. This strategy outlines council’s role and priorities in driving economic growth for the region. The strategy aligns to council’s corporate plan, iFuture and sets out pillars to shape the organisations thinking and programming to drive growth, while articulating specific initiatives to be undertaken in the next two years towards achieving key ‘Vibrant and Growing’ outcomes by 2026, as called for in iFuture. |

SUBJECT: Ipswich Region Investment Update

Council’s Office of Economic Development engages with a range of business proponents that seek to invest or grow in the Ipswich region.
This report provides an update on some of the current investment activity being serviced by Council with partners such as the Department of State Development, Trade and Investment Queensland, Austrade, Chambers of Commerce and numerous private industrial and commercial developers.
That the report on Ipswich region investment be received and the contents noted.
There are no discernible conflicts of interest associated with this report and its recommendation.
Vibrant and Growing
Market appetite to start, grow or expand a business in the Ipswich region is positive and increasing. Within the South East Queensland context, Ipswich offers a strong and competitive economic advantage – our key strengths according to investors include:
· Availability of industrial land, Ipswich has approximately 45% of South East Queensland’s available industrial land
· Ipswich’s proximity to ports, major arterials and rail networks is attractive to warehousing and logistics operations requiring quality infrastructure at competitive regional pricing
· Housing affordability, a rapidly growing population and latent workforce which provides an advantage for attracting, keeping and accessing staff
As at 30 June 2022 there were over 550 planning development applications lodged with Ipswich City Council, a number of these are utilising the concierge service. We are actively engaged with 23 investors / businesses across sectors including advanced manufacturing, logistics, education and health. The estimated economic value of these 23 projects is:
· $1.5 billion - total value projects
· 1,490 - total potential jobs
To provide an indication of the type of investment activity taking place, below is a brief snapshot of three investment projects currently under diligence or being built in our region:
Bio Park Australia (Augustine Heights - Springfield City Group). A dedicated precinct in the Ipswich region for Biologic and other science-based industries is being created in the Springfield area. There is strong interest from multiple biotech and multinational companies in this project.
· This opportunity is forecast to significantly enhance Australia’s sovereign manufacturing capacity in the development of key health manufacturing capabilities
· The precinct is anticipated to create 700 highly skilled jobs on a dedicated 22 hectare site
Walkers/GPT Group (Citiswich Business Park Bundamba). Citiswich Business Park is already home to Costco, Capral, TAE and other major brands and is established as a major employment zone in Ipswich. The recently announced SAAB advanced manufacturing facility will build deployable health modules for the Australian Defence Force. The manufacturing facility is expected to become operational in late 2022.
· Estate sales within Citiswich Business Park have dramatically increased recently with in excess of $100 million in land commitments finalised since 2021
· Since the start of 2022 new built form has been delivered or approved to commence for over 125,000sqm
· All remaining land available for development within the Citiswich Business Park is being immediately progressed for development to cater for the large current and likely future demands for quality industrial land
Ipswich Central. Since June 2021, 21 new businesses have commenced trade in Ipswich Central. The heart of the city is attracting interest and securing investment from local and interstate investor groups that see Ipswich’s investment potential.
Over the past 12 months many local commercial agents have reported that a larger portion of the sales have been businesses buying their respective premises in Ipswich Central to trade from, not just investors to lease out. This is a significant indicator of investor and business confidence on the back of Council’s revitalisation efforts.
Council has conducted investment tours across Ipswich Central, with many investors indicating how much Ipswich has changed, for the positive, over the past few years.
Currently there is strong levels of enquiries from Education and Health Providers to locate in Ipswich Central reflecting the outcomes articulated in ‘Revitalisation Ipswich Central: A Prospectus to Guide Change’.
Lifestyle businesses are also expressing interest in Ipswich Central, with a current DA lodged to create Ipswich’s first roof top bar, to capitalise on increasing demand for local dining and hospitality venues.

It must be stated that many of the projects noted in this report are in the early stages of consideration and the Office of Economic Development along with other stakeholders are actively working with many developers, investors and businesses to convert many of these projects into developments for the benefit of the Ipswich region.

This report was created based on input and data from investment stakeholders.
Ipswich continues to attract numerous investment opportunities, across exporting industries such as logistics and warehousing, defence, advanced health and advanced manufacturing, along with lifestyle offerings like hospitality. All such opportunities are creating local jobs and contributing to a vibrant and growing region.
Ipswich’s advantages of available industrial land, connectivity to transport routes and export hubs, housing affordability and skilled workforce means Ipswich is rightly seen as a strong investment opportunity for those looking to start, grow or expand their businesses.

Financial/RESOURCE IMPLICATIONS
The outlined financial support will be covered by dedicated event sponsorship funding allocated within the 2021-2022 City Events Budget and projected within the 2022-2023 City Events Budget. The outlined in-kind support to be provided will be facilitated through council’s relevant council branches.
COMMUNITY and OTHER CONSULTATION
Meetings have been held with representatives from the sponsored organisations prior to and following the submission of the event sponsorship applications.
Marketing Services was consulted to confirm the in-kind support requested can be provided.
An assessment of the Ipswich Softball grounds was undertaken by Queensland Softball prior to ensure it is suitable for a national competition level event.
The Sport and Recreation Section were consulted on the Softball and Football events.
The organisers of the StoryArts Festival are liaising closely with Ipswich Libraries.
Conclusion
Under council’s Event Sponsorship Policy, it is required that all sponsorships including sponsorships under $15,000 and all ticket allocation are recorded in a quarterly report to the Community, Culture, Arts and Sport Committee.
This report details all event sponsorships approved within the 1 January 2022 to 31 March 2022 reporting period.
